臺灣擁有得天獨厚的地理環境及多樣化的自然人文資源,隨著永續環境意識的抬頭,為維護生物多樣性及森林永續經營,並帶給森林周邊社區部落永續發展機會,林務局自91年推出「社區林業」計畫,發展至今19年,許多社區部落已開始運用自身豐富的資源條件,透過休閒旅遊、生態旅遊、文化體驗、友善農業、六級化生產等社區產業方式,創造在地就業機會及生計收入,活化社區部落。

為了社區林業計畫在研究及教育的長期需求,林務局於106年與國立屏東科技大學合作成立社區林業中心,希望作為社區林業及永續山村的教育基地,以培力社區夥伴增能、知識交流、推動跨域合作、資源整合、國際合作等為發展目標。期望全臺社區部落夥伴,以人為點擴散,創造全臺社區網絡,提升社區及部落夥伴的軟實力,逐步建構社區營造、社區組織經營,社區生態旅遊,林下經濟、友善環境生產、文化活化利用、自然資源永續經營,以及創新產業價值鏈等知識體系。

2020年8月舉辦森林養蜂入門班及基礎班,講師群邀請到森林養蜂專家及實際從事林下經濟的社區,來分享森林養蜂的產業現況及經驗交流。課程結束後搭配座談討論,讓學員能夠針對兩日的學習進行提問及分享,增加彼此間的交流互動。

Taiwan has a unique geographical environment and diversified natural and human resources. The Forest Bureau, Council of Agriculture, ROC(Taiwan), launched the “Community Forestry” project in 1991 with the rise of sustainable environmental awareness to maintain biodiversity and sustainable forest management, and to bring sustainable development opportunities to communities and aboriginal tribes surrounding the forest. Many tribal communities have begun to use their own rich resources to create local employment opportunities and revitalize the communities through tourism, eco-tourism, cultural experience, eco-friendly agriculture, sixth-sector industrialization, and other community approaches.

To meet the long-term needs of community forestry projects in research and education, the Forestry Bureau cooperated with the Dept. of Forest, NPUST, to establish a Community Forestry Center in 2007. This center serves as an educational base for community forestry and sustainable mountain villages to enhance knowledge exchange with community partners, as well as promoting cross-domain cooperation, resource integration, and international cooperation. Also, it is hoped that the community and tribal partners can create a community network throughout Taiwan, enhance the soft power of communities, and gradually build a knowledge system of community construction, community organization and management, community eco-tourism, under-forest economy, environmentally friendly production, cultural activation and utilization, sustainable management of natural resources, and innovative industrial value chains.

For the introductory and basic courses of forest beekeeping run in August, 2020, the forest beekeeping experts and communities that actually engage in the under-forest economy are invited to share their experience on the current status of the forest beekeeping industry. After the course is finished, it will be accompanied by discussion, so that the students can ask questions and share the feedback with each other to enhance the knowledge exchange.
